Anyone know of a legit way to get taxes back? My father works out of the country....?

My father works in Africa over 6 months out of the year for a U.S. based International company. He has heard rumors that there are ways to get most if not all of his taxes back. Does anyone have any knowledge about what they could do? Are there loop holes for people who work outside the US?
